Gulf Coast Workforce Board Hosts Legislative Luncheon Highlighting Regional Workforce Impact

The Gulf Coast Workforce Board recently hosted its Legislative Luncheon, bringing together local and state leaders to showcase the board’s work and its impact on the 13-county Gulf Coast region. Attendees included Texas State Representatives Rep. Charles Cunningham, Rep.Lauren Simmons, Rep. Mary Ann Perez, Rep. Gene Wu, Rep. Armando Walle, and Rep. Ron Reynolds, as well as Fort Bend County Commissioners Adrian Garcia, Andy Meyers, and Dexter McCoy.

The event opened with a framing of the board’s scope and mission. As the largest of 28 workforce boards in Texas—and one of the largest in the country—Workforce Board serves a region with more than seven million residents. Home to globally connected industries including energy, healthcare, aerospace, petrochemicals, advanced manufacturing, maritime trade, and logistics, the region’s complex economy requires a skilled, adaptable workforce.

Gulf Coast Workforce Board Executive Director Juliet Stipeche emphasized that the board is much more than job fairs and resume support. “We are the labor market intelligence hub for the region. We serve over 13,000 employers and we help shape how talent flows through this economy,” Stipeche said. The luncheon highlighted the board’s strategic plan, Innovate. Connect. Thrive., demonstrating how the Workforce Board aligns its programs with regional economic needs.

Scope and Impact of Gulf Coast Workforce Board Services

In 2025, the Workforce Board assisted more than 55,000 individuals through career services, served over 13,000 employers, and provided support for 24,000 young people. The board distributed $9.6 million in training scholarships to more than 3,000 individuals, supported over 6,000 adult education and literacy students, and offered childcare assistance for 51,000 children. Every one of these constituents resides within the districts of the elected officials in attendance, underscoring the board’s local impact.

Workforce Board’s labor market experts provide real-time analysis of sector trends, wages, hiring needs, and emerging workforce demands, including the effects of AI and technology. The board works closely with employers—from small businesses in Matagorda County to major corporations like ExxonMobil and Shell—through recruitment, training, apprenticeship programs, and industry-specific hiring events.

Career Services and Youth Programs

The board supports job seekers at every stage: first-time entrants, adults retraining after layoffs, mid-career workers moving into higher-wage industries, parents re-entering the workforce, and individuals facing barriers such as transportation, language, or prior justice involvement.

The Workforce Board also launched HGCY, a regionwide platform connecting youth ages 14–24 with paid work experiences, internships, apprenticeships, and summer employment. In 2025, the program served 2,721 WIOA youth, connected 1,100 to employment, and engaged 246 employers in work-based learning opportunities.

Childcare and Economic Mobility

A major focus of the luncheon was the Workforce Board’s investment in childcare. With $314.2 million invested in FY2025, the board served 47,428 children across all 13 counties, recognizing that access to affordable childcare is a workforce issue that directly impacts parents’ ability to work and employers’ ability to retain staff. Officials discussed the urgency of continued funding as federal pandemic-era childcare support is set to expire in December 2026.

Policy Priorities and System Challenges

The event also included a discussion on workforce challenges, where legislators and attendees addressed gaps in training, service access, and employer needs. The Workforce Board highlighted that investments in childcare, education, and workforce readiness have tangible economic impacts, including increased maternal employment and reduced absenteeism for employers.

Resources and Annual Report

Guests received a copy of the Workforce Boards first comprehensive annual report, detailing data, programs, and county-level investments. The report serves as a resource for legislators and staff to understand workforce trends, regional economic conditions, and opportunities to connect constituents with services.
